In Naruto Trying to become a Saiyan from Kumogakure

Ron's small brow furrowed. He had heard of his uncle before, though only in passing. The Daimyo of the Land of Lightning? A man responsible for an entire country along with his father.

"But in Naruto, the Kage and Daimyo are separated, according to the Anime! As a separation of military and country, established by the 1st Hokage" Ron thought.

As such Ron asked his father the 3rd Raikage about this question.

Ron walked closer to his father, his small yet determined voice breaking the silence. "Father, is the Daimyo truly my uncle? my mother's brother? I thought the Kage and Daimyo were separate, like in the history of the establishment of Leaf Village."

The Third Raikage, towering and formidable even in repose, raised an eyebrow at the unexpected question. For a moment, he seemed taken aback by his son's understanding, but then a proud chuckle rumbled from his chest.

"Sharp, aren't you, Ron? You're right the Daimyo governs the land, and the Raikage oversees the military. That balance keeps power in check. But here in the Land of Lightning, we are a family, bound by blood and duty. Your uncle holds the title of Daimyo, but that doesn't mean we're at odds. In fact, we work together closely."

Ron tilted his head, trying to piece the puzzle together. "So... you're like a team?"

The Third Raikage smiled, his weathered face softening. "Exactly. He handles politics and resources, while I ensure our village and shinobi are strong enough to protect our people. It's a partnership, not a rivalry. But make no mistake, the Raikage answers only to the village and its people. Not even the Daimyo can overrule the will of Kumogakure."

Ron said again "I thought the Daimyo only used ninjas as tools! And the Daimyo of the 5 major countries were closer?"

The Third Raikage leaned back, crossing his arms. His expression turned contemplative and surprised by Ron's question, beyond his age, a flicker of somberness passed over his face, but as the political head of the Kumogakure village, he could answer it clearly.

"Hmph. That's not untrue but also not completely true, Ron. In many places, the Daimyo and the shinobi villages keep their distance. The Daimyo sees the shinobi as a means to protect their land and their interests, nothing more." He paused, his sharp eyes meeting Ron's. "But that isn't always the case."

"Also how can ninjas and ninjas clans with such great powers could just be tools now and during the Warring States Era? That's just a misunderstanding"

Ron's eyes widened, waiting for an explanation.

"In the Land of Lightning," the Third Raikage continued, his deep voice steady, "our strength comes from unity. Your uncle the Daimyo and I understand that power without guidance is dangerous, and governance without protection is fragile. We trust each other because we know that together, we ensure the safety of this land.

"Although the Daimyos of the superpowers look close, it is so, because they can't attack each other or else it will break the balance of 5-country domination!"

"war still happens between the 5 major countries because of resources, as they are not close enough to just give resources and help out the other country, rather they hope that the other party weakens"

"The Daimyo look close because they can easily die if a strong ninja like me is sent to assassinate them, that's why they must not assassinate each other and maintain balance within themselves."

"Because once one country falls in chaos and falls from the list of superpowers, small countries, and other superpowers will never leave the opportunity and it will be a complete war"

"But what about the other superpowers such as the Fire, Water, Wind, Earth, and the Neutral Land of Iron?" Ron asked.

The Raikage's face grew serious. "The other great lands… their histories are different. The First Hokage may have tried to unite the shinobi and their Daimyo under a mutual understanding, but it wasn't perfect. In some places, the gap between the two grew, creating tension. It's not so simple, Ron. Every country has its balance or imbalance."

"The Land of Wind and Sunagakure village are not connected in blood or politics, just a simple cooperation, this is due to how the Land of Sand's topography which is full of sand and scarce resources, lack of communication, and many small groups just trying to survive on their own, you know in past wars no country invaded the Land of Sand, rather they invaded others"

Ron was thinking at this point "a Land mostly desert, no resources, no there's maybe oil and more resources, it may have been prosperous a 1000 year ago, and was the place where the sacred tree/10-tail was planted, it is now like this due to the Sacred/God tree absorbing natural energy and may have been the main battlefield between Kaguya and Sage of six-paths!"

Ron thought "No country, will invade the Land of Wind? if it is Earth many countries such as the USA would probably be happy to pay them or even exchange land for deserts, who knows there are probably countless resources underneath.." 

At this moment Ron thought, about many ways including shady transactions to get land from Land of Wind, the biggest landmass in the Naruto World!

This was just a quick thought in Ron's mind as he came back to his father's words!!

His pop continued speaking "Strictly speaking, although in non-wartime, ninjas do task, it can not feed an entire ninja village with thousands of ninjas and even other people more than ninjas and ninjas's families."

"Every year the village gets a portion of the tax from the country and daimyo, which covers expenses, and the main task that most ninjas do is guarding, especially borders and many big cities, these are long-term tasks, that ninjas do and are paid salary, rather than task rewards"

"In cases like Konoha where there are a lot of clans, many clans are responsible for holding certain city's security, and the clan receives a portion of the reward from the Hokage. Like their own territories"

"You know before the establishment of the village-country system Ninjas clans were like Nobles having their own territory to guard and rule by the Daimyo. Unlike in Kumogakre where technically there is only 1 clan, and I handle everything through individual tasks assigned for these kinds of missions as so many other Ninjas Villages, it's a diverse situation..."

"Of course, the Daimyo Prefecture provides other resources and more during wartime. On a map, with the Land of Fire as the center, The Land of Earth is at the top left, Sand is bottom left, us top right, and Water at the bottom right, of course except for the country of water each superpower borders others with small countries in between in the Globe, which is not portrayed clearly on the rectangular map as it is hard to interpret." 

"In the Land of Water, there are many small islands surrounding a big island, and communication is only available through the sea, which is easier for ninjas, so many of these small islands are managed by the Kirigakure/Mist village.

"While the Daimyo Prefecture of Country of Water and the Ninja Clans in Mist village have a lot of cooperation, they are not close, through blood."

"But recently there has been chaos in Kirigakure It is hard to know what the imminent situation is, as there has been mutual interference in the ruling of the Daimyo and The Kage, so hard to know.."

"The situation in the Land of Earth is similar, to us, with great communication but Ohnoki the 3rd Tsuchikage is not part of any clan or related to the Daimyo."

"They have great communication, and the Land of Earth only had small clans working for the Daimyo, no great noble clans that, ruled independently outside of the Daimyo's decisions like in Konoha historically"

"In the Warring States Period, there were conflicts in the Land of Earth and deaths of ninjas, it was not an all-out conflict involving ninjas, warriors of Daimyo, and even ordinary people."

"You know when countries fight for land, Ninjas are the front line, then in cities, the Daimyo's army comes in and fights for controlling the place, and even ordinary people and warriors fight and die."

"Of course, if the other side had extra ninjas after a conflict they could do massive damage to the normal army! But yeah current ninja wars are not that simple."

"The Land of Earth was the most stable after us the Land of Thunder, and due to its landscape, and the rule of the Daimyo, Ohnoki can seek out all capable ninjas even among civilians from the land of Earth. Having the most ninjas after Konoha, after all the Land of Fire is really prosperous!"

"As for the Land of Fire, only the Senju clan has a blood relationship with the Daimyo, when the 1st Hokage was alive he let his son be married to the Daimyo's daughter, and not become ninjas.
