In Naruto Trying to become a Saiyan from Kumogakure

Ron sat cross-legged on the cool tatami floor in a pavilion with a great view of Kumogakure, his small hands resting on his lap. Around him, the senior members of the Raikage Clan, including his father, the Third Raikage, and the Daimyo of the Land of Lightning, sat in a semi-circle.

Illuminated by the soft glow of lanterns, carried the scent of warm tea, polished wood, and fresh air. Though young, Ron could sense the gravity of the discussion about to occur, also nervous about sharing his ideas.

"The Uzumaki's sealing techniques are unparalleled," the Daimyo said, his tone deliberate. "If we wait too long, another village might secure their scrolls, tipping the balance of power. Acting now, with Konoha's forces spread thin, is our best chance."

The Third Raikage nodded. "I agree. Their sealing arts pose a threat, but their strength is also the cause of their demise. If we strike decisively, we can eliminate a rival while gaining invaluable techniques to reinforce our forces."

Dodai responded "But, it's only been a few years so Konoha has kept its guard up, against the other 5 Nations, and Uzumaki has been a strong ally supporting them, most importantly currently Konoha has Uzumaki Mito, The Hokage, and Danzo, the San-nin also leaders of the major clans such as Uchiha and Hyuga, any one of them can keep a village at bay from moving against the Uzumaki, with a ninja army."

The Raikage agreed "Yes, that's why we the other major village must act at the same time, and get rid of the Uzumaki clan!"

Ron's heart raced as he listened to the heated discussion. The elders spoke with such conviction, their voices steady and resolute, as if the lives of the Uzumaki were mere chess pieces to be removed from the board. Yet, as young as he was, Ron couldn't shake the unease curling in his chest.

Genocide the deliberate erasure of an entire clan might have been the way of the shinobi world, but something about it felt wrong to him. Wasn't there another way to achieve strength without destroying lives?

He glanced out at the view of Kumogakure, the mountains illuminated by the soft glow of the moonlight. His father, the Third Raikage, was a symbol of strength and resolve, and Ron admired him deeply. And the Daimyo his uncle, believed they were wise enough to give his ideas a try.

Summoning his courage, Ron shifted slightly, his small voice cutting through the tension. "What if we didn't destroy the Uzumaki Clan?"

At this interruption, all heads turned toward him. The room went silent, except for the faint rustling of the wind in the breeze, the 3rd Raikage was the one who brought Ron to this discussion, even Ai his elder son not here, currently training with Bee on the island turtle.

"I was waiting for you to speak up my son, let us hear your thoughts, you have asked so many questions these few days, and I am waiting to hear your idea!" Raikage said.

Ron's uncle the Daimyo nodded "Let's hear your ideas little genius, I am curious as to what you would say"

Ron nodded and responded, "Thank you, Father and Uncle, I do have a lot of ideas after researching all the information I could find in the study about the current Ninja world, and from my parents."

"I am interested in ninjutsu, which I have not looked at as I am still young, also the recent technological development in Kumogakure and Land of Lightning, including the ones that incorporate chakra and Technology"

"I have ideas about technologies that can improve the overall level of the country, and improve living standards among regular people and ninjas, but that requires support and time, as for the Uzumaki clan, I believe it is one of the most important things in all these, it will shorten my time for a lot of things in the future!"

"Technology that can improve the living conditions of the world?" The Daimyo and others pondered; although the words came out of a children's mouth, they were willing to try and believe after all it was the one-year-old in front of them that was talking like an expert, which was hard to believe to begin with.

At this moment the 3rd Raikage spoke "Ron be clear about your ideas! Empty ideas cannot be implemented or be believed!"

Hearing this Ron spoke in a more determined tone, "Yes Father, My idea is simple gather most of these inventors and other smart people, in the Land of Lightning to Kumogakure, and with the support and cooperation of the village and Daimyo we research many life-changing technologies and implement revolutionary ideas!"

"For example, we can use ninjas to build and work on a lot of things, such as terraforming, making the mountainous regions and other regions arable for farming, and building roads to connect the entire Land of Lightning."

The Daimyo asked, "How do we make mountains suitable for farming rice and grain, and also don't we have paths and roads already?"

Ron nodded and continued "I have a method which I named, Terrace farming a method of agriculture that involves cutting into hillsides or mountains to create flat platforms for growing crops. The flat platforms, called terraces, are built in a series of steps that resemble a staircase."

"In addition, from what I read the only other country that we border directly with is the Land of Snow/Frost, and they have come up with a vehicle with a steam engine called a train, I see the potential of that vehicle, and after having proper, smooth and reinforced roads that connect all the cities and villages in the Land of Lightning officially, we can connect major trading points with these new trains via railroads."

"These roads and train lines will be the artery of our land of Lightning improving trade and material flow and even the flow of people within the country, leading to prosperity."

"with ninjas, for now, that can curve out mountains, and later with technology we can not only improve food conditions but even make a business out of it trading food for other resources; after all, we have no lack of rain and water in the Lightning Mountain Range spanning the Land of Lightning!" 

"With Railroads transporting tonnes of food and materials with ease and proper roads connecting them to other places, people won't have to starve, we can move food from one place to another, for aiding those places that suffered, and employee others to places needed, making communication easier, leading to prosperity.

"These will prompt merchants to do business thus making the best out of resources, after all, in coastal towns fish is cheap compared to other places, and such resources will flow better, thus driving business, of course, these will lead to more taxes for the country and income for people."

"These projects need to be managed by the land of lightning and the Ninjas village, as important routes and places need ninjas to be stationed for protection."

Everyone was surprised by Ron's ideas and visions and was in awe looking at the young man.

"Why did no ninjas think of curving out mountains with their strength I wonder?" The Daimyo stroked his stubble and pondered, as a lot of the Land of Lightning is made out of mountains and Tall Peaks!"

"I agree maybe we have been used to war and killing!" Dodai as Raikage's assistant spoke also admiring Ron's ideas.

"Although wars don't occur directly in the Land of Lightning, even the last war happened beyond the borders of Land of Lightning and the Land of Snow, rather between the Land of Snow and Land of Fire in the Land of Hot Springs," Dodai spoke.

Further explained "Wars between the 5 major countries don't happen within themselves rather on intentionally left out unconquered countries that act as warzones. And rarely do enemies sneak in to attack important places.'

"And we are separated by sea from other countries except for Land of Fire and Earth, separated by 2 other small countries and 4 other small countries respectively. So Ron's ideas are feasible and definitely can be implemented," Dodai stated.

Everyone nodded and discussed how to implement all these, after all as leaders who managed the country they were the experts, unlike Ron who was a layman.

Ron listened quietly to the lively discussion and gave his input on how it could be implemented better when needed.

"Ron I have decided let's build a research center connecting technology and ninjas, here at Kumogakure, with you as one of the core researchers, of course, all the knowledge will be available to you, books or machines you want and material support of course, think of it as your birthday present and don't worry If you invent something worthy, you will have a portion of the profit, along with the Daimyo Prefecture and the Ninjas Village" The Daimyo spoke up.

The 3rd Raikage and others nodded. "In addition, I have not let you refine chakra or practice ninjutsu, you should know that at this age all excess body energy should be reserved for growth, extracting chakra will not only be a pitiful amount but might even harm your body."

"But you will have access to all the ninjutsu in the village for reference and ninjas who can perform these ninjutsus to support you in experimentation, although I don't know if you can use it as a reference without using them personally, but I believe you," Raikage said.

In the Naruto world, when a ninja is in the growth phase, the body does not have much physical energy, as thus most civilian ninjas' chakra reaches Genin level during their teen, and can only reach Chunin level once they reach adulthood, unless you have a particularly strong and trained body.

At this moment, Ron's father spoke up with a serious tone, "But you know Ron, the destruction of the Uzumaki clan is inevitable, even if we don't do anything, konoha alone cannot stop the attack of the other 3 countries while they defend their border!"
