He even had a secret hope that Obama would lose the election and Daisy's reputation would suffer. By that time, even if she became the Deputy Director, she would be criticized for lacking foresight, and most of Hydra's branches would still be loyal to him.
Self-deception is a politician's greatest act, and Pierce fell into this trap. Compared to fighting to death, he reluctantly accepted this not-too-bad outcome, that is, from now on, the Hydra S.H.I.E.L.D. division would no longer be under his sole command.

Ward and his group, who had been wavering in their allegiance to Hydra, gradually began to align themselves with Daisy upon learning that there was a boss behind her.
Daisy welcomed them all, and using Hydra's structure, her supporters began to spread to other departments. Pierce also began laying the groundwork, as the position of Deputy Director is not a simple deputy, and involved numerous interests and compromises in all aspects.
Establishing this position required unanimous approval from the council to take effect.
As an additional condition for his assistance, Pierce requested that Daisy perform a task beneficial to Hydra.
Sitting in Pierce's hidden villa, she didn't immediately agree. She needed to know the specifics before making a decision on this pledge-like task.

"New members?" She shook her head, indicating she hadn't understood.
"Yes, ma'am," Crossbones saw her as the boss, and Daisy didn't deny it.
"We've encountered some difficulties in recruiting new members. Director Pierce thinks the emotional regulator you created last time shows great promise, but we..." Crossbones cautiously chose his words. They had privately researched it for half a day, and that broken colored lamp seemed simple, but without a special combination, other than blinding the target's eyes for a while, it had no other effect.
