"Mr. Grave, you didn't call me here just to show off a new species, did you?"
Secretary Elijah entered Lab #2 and froze. His eyes widened as he took in the sight before him, a shallow pond filled with strange creatures splashing about.
"Are those... turtles?" he asked in disbelief.
Ethan Grave, standing by the pond, smiled knowingly. "Not just any turtles. Meet what I call Squirtle."
The creatures were unique: small, with bright blue shells and the ability to stand upright. They played freely, showing no fear of humans, and their large, expressive eyes seemed to hint at surprising intelligence.
Elijah approached the pond and bent down when a particularly curious Squirtle waddled over and nudged his leg.
Unable to resist, Elijah picked it up. The Squirtle immediately wriggled into his arms and nuzzled him lovingly. "Aren't you a friendly little thing," Elijah murmured, rubbing the Squirtle's smooth shell. The exhaustion of his day seemed to melt away as the Squirtle let out a happy squeak and rolled over in his arms, demanding a belly rub.
Ethan chuckled at the sight. "You see, Secretary Elijah, many people find comfort in pets. Squirtle is no exception."
Elijah smiled faintly. "I admit, the little fellow is... relaxing. But surely you didn't call me here for a therapy session. What's your pitch?"
Ethan's grin widened. "I want to work with the fire department."
Elijah blinked, surprised. "The fire department? How does that involve Squirtles?"
"Simple," Ethan replied. "Squirtle's basic ability is water gun. Don't let their size fool you, they can store and release an impressive amount of water. Imagine a specialized fire department made up of Squirtles, able to respond quickly to emergencies without the need for bulky fire trucks."
Elijah raised a skeptical eyebrow. "You're telling me these little creatures can put out fires? I find that hard to believe."
Ethan nodded confidently. "I thought you'd need convincing. Allow me to demonstrate." He plucked a particularly lively Squirtle from the pond and whispered to it, promising a reward. The Squirtle let out an enthusiastic "Squirtle!" and stopped struggling.
The group moved outside to a small training area. There, Ethan had prepared a pile of dry hay and wooden planks. At his signal, a guard set fire to the pile, and the flames quickly came to life.
"All right, buddy," Ethan said, setting Squirtle down. "Time to show your stuff. Use the water gun!"
The Squirtle puffed out its cheeks and unleashed a powerful stream of water that doused the flames in seconds. Even after the fire was extinguished, the Squirtle still had water left over, and it looked up at Ethan expectantly, pointing at its mouth.
"All right, all right," Ethan laughed. "I'll get you some fruit later. Good job."
Elijah, who had been watching silently, finally spoke. "I have to admit, I wasn't expecting that. If the fire department had a team of Squirtles, they could respond to fires faster and more efficiently, especially in areas where fire trucks have trouble navigating."
Ethan leaned forward slightly, his tone persuasive. "Exactly. And imagine the positive public relations for Tarvok City, a state-of-the-art fire department unlike any other, something no other city has."
Elijah nodded slowly, considering the possibilities. "You may be onto something. Fire trucks are expensive, and while they're effective, they have their limitations. A Squirtle Fire Department could fill that gap. But what about the cost? You know how tight government budgets are."
Ethan smiled knowingly. "Leave that to me. My goal isn't to profit handsomely from this, it's to prove Squirtle's worth. The costs will be reasonable enough to recoup the expenses, and the benefits will speak for themselves."
Elijah gave him a wry smile. "You've clearly thought this through. Good, I'll talk to the fire chief and set up a meeting. If they're interested, you'll have to make a formal proposal. And don't forget, government officials like a good deal."
Ethan laughed. "I wouldn't dream of overcharging the city. I'm confident this partnership will benefit everyone."
As Elijah left, his mood noticeably lighter, James approached from the lab. "How did it go?" he asked.
Ethan's expression was triumphant. "We're in. Once the fire chief sees what Squirtles can do, the deal is as good as done. A Squirtle Fire Department will not only help the city, it will put Pokémon Biotech on the map. Imagine cities across the country, even around the world, adopting similar programs.
James grinned. "And once that happens, the demand for Pokémon will skyrocket. Clever as always, Mr. Grave."
