The suggestion of "stealing people" left the room in a momentary silence as everyone exchanged surprised glances, their attention fixed on Tsunade.

"What's wrong?" Tsunade asked, her tone suspicious as she sensed the sudden shift in atmosphere.

Breaking the tension, Naruto quickly voiced his agreement. "Tsunade's right. Recruiting trained ninja is far more practical than relying solely on civilians."

"It's best to focus on experienced ninjas who have retired from active duty," Might Guy added, nodding thoughtfully.

Shizune diligently recorded their discussion, noting the strategies and objectives outlined for future recruitment efforts.

"Do you have any candidates in mind?" Naruto asked, his uncertainty about where to start evident in his tone.

"Konoha has a wealth of skilled teachers," Guy suggested. "Its Ninja Academy is renowned, and many of its instructors are highly capable."

Tsunade agreed, recalling subtle hints from Jiraiya about Konoha's growing internal turmoil. These hints suggested that some instructors might be disillusioned or vulnerable enough to consider leaving.

After some deliberation, the group decided to focus their recruitment efforts on Konoha. Their familiarity with the village and its resources made it the most logical choice, despite the risks involved.

Under the cover of darkness, the trio made their way to Konoha. The village's curfew kept the streets eerily quiet, and the stark contrast between its current desolation and its former vibrancy was not lost on them.

"It's sad to see Konoha like this," Naruto murmured, his voice tinged with regret.

Guided by Guy's knowledge of the village, they headed towards Kakashi Hatake's residence. However, upon arrival, they were greeted by an unusual sight—several ANBU teams stationed outside Kakashi's home.

Tsunade's eyes narrowed. "This isn't normal," she remarked, her voice low but sharp. The presence of ANBU at a residential home raised immediate suspicions.

Adopting heightened caution, the trio concealed themselves and observed from a distance. Their vigilance was rewarded when Jiraiya emerged from Kakashi's residence, his expression grim as he exchanged words with the departing ANBU teams.

Naruto's eyes lit up with eagerness. "Should we try to recruit Jiraiya too? He's a veteran, and his skills would be invaluable!"

Might Guy shook his head immediately. "Naruto, don't be reckless. Jiraiya is leagues ahead of us in power. Approaching him now would not only be dangerous but could jeopardize everything we've planned."

Tsunade's firm voice cut through the conversation. "Naruto, don't let your excitement cloud your judgment. What we're doing is already precarious. Acting impulsively will only make things worse."

Her stern reprimand brought Naruto back to reality. He lowered his head, chastened. "You're right, Tsunade. I'll be more careful."

With Naruto acquiescing, the group decided to stick to their original plan and avoid unnecessary risks. Tsunade's resolute determination and the team's shared caution solidified their approach as they prepared for the next step in their recruitment efforts.
