"the most support? Is headquarters in such dire straits?" Akame furrowed her brow, directing a serious question to Najenda.
"Worse than you can imagine," Chelsea interjected, a smile plastered on her face that held no trace of genuine mirth.
"Honest's imprisonment and Prime Minister Mellie's rise to power have dealt a devastating blow to the Revolutionary Army."
"Although Honest committed countless atrocities during his tenure, people still subconsciously held onto hope for the Empire."
"They hoped the Emperor would eventually recognize the minister's true nature and have him executed."
"As long as that hope remained, the people still had faith in the Empire. After all, the Empire had ruled them for a thousand years."
"A thousand years is long enough to not only control the populace but also their very thoughts."
"Therefore, in the mere months since Mellie's appointment, many regions that were on the verge of rebellion have fallen silent once more."
"Not to mention, Prime Minister Mellie has been quite effective in her role."
"The Revolutionary Army is steadily losing ground."
Bulat nodded in agreement with Chelsea's assessment. As a soldier, he understood the common people's lingering hope in the Empire.
He had heard it firsthand from the rank-and-file soldiers.
Rebellion was a last resort, only undertaken when people were truly desperate, pushed to the brink of starvation.
Prime Minister Honest had driven the populace to that point.
But the new minister had swiftly reversed that trend in a remarkably short time.
This naturally posed a significant challenge to the Revolutionary Army, already vastly outnumbered and outmatched by the Empire.
"Furthermore, the replacement of the regional governors has also severely impacted the Revolutionary Army," Chelsea continued.
"Many local governors and officials were appointed by Prime Minister Honest after he purged his rivals. These individuals naturally harbored resentment towards him."
"Therefore, the Revolutionary Army had secretly established contact with them. They not only provided us with resources and supplies but also promised to surrender their cities when the revolution gained momentum."
"But now, we've lost all of that!"
Lubbock, bewildered, asked, "Did the governors and officials, or even our own people, have no warning?"
"None whatsoever. It happened in the blink of an eye, as if they knew about our connections with the governors and officials. They were completely prepared."
"Before any of us could react, the governors and officials were apprehended, and their replacements swiftly consolidated control over their respective regions."
"We suffered heavy losses in the ensuing chaos."
A heavy silence fell over the group as they absorbed Chelsea's grim report.
"It seems we underestimated Prime Minister Mellie. She's single-handedly revitalized an empire that was on the brink of collapse," Lubbock remarked with a sigh.
"Indeed, that is the consensus within the Revolutionary Army now," Najenda confirmed.
"So, what are our next steps? Thanks to Prime Minister Mellie, we assassins have become practically redundant," Mine asked, voicing the question on everyone's mind.
"According to headquarters, we are to enter a period of silence for the time being."
"Our priority will be to improve our strength and await the right opportunity to act."
"Prime Minister Mellie has just taken office. As the saying goes, 'A new broom sweeps clean.' We don't know if she will maintain this course of action."
"Therefore, like the rest of the Revolutionary Army, we will go into hiding."
"Unless we receive a direct commission like before, we will refrain from taking action."
"Understood!" Akame and the others responded in unison.
"That's right. You all deserve a good rest," Chelsea said with a playful grin.
"What do you mean? Is your mission different from ours?" Mine questioned, picking up on the subtle implication.
"Of course! I have a much more challenging task ahead of me. You'll all have to cooperate!" Chelsea winked, her smile widening.
"Really, Boss?"
Even Akame couldn't hide her surprise.
"Indeed. Chelsea's arrival here carries a mission of paramount importance."
"What mission?"
"Infiltration of the Imperial Palace!"
"What?! Infiltrate the Imperial Palace?!" Mine exclaimed in disbelief.
The others were equally stunned.
The Imperial Palace was the most heavily guarded location in the Empire, protected by General Budo himself.
Infiltrating such a place seemed like an impossible feat.
"I see you're all quite surprised."
"Chelsea, why don't you reintroduce yourself?"
"Alright!"
Chelsea's smile didn't waver as she continued, "My name is Chelsea, and my Teigu is called 'Gaea Foundation,' the Imperial Arms of Transformation. It allows me to transform into anything. Thanks to this Teigu, my assassination record rivals even Akame's."
"And that's why headquarters has entrusted me with the mission to infiltrate the Imperial Palace."
"A Teigu that grants free transformation?" The others finally understood.
"That's right. Chelsea possesses exceptional talent for assassination, and with her Teigu, she's become one of the deadliest assassins in existence," Najenda explained. "That's why she's the key to our next move."
"But what's the purpose of this mission? To assassinate the Emperor?"
"We could assassinate anyone else outside the palace. There's no need to risk infiltrating the Imperial Palace itself," Akame pointed out.
"About that..." Najenda lit a cigarette, her voice taking on a serious tone. "The incident at the Imperial Palace was far too sudden. There are many suspicious details surrounding it."
"Based on the recent changes within the Empire, our strategists have developed a bold theory about what transpired in the capital. This theory is crucial for our future operations."
"Chelsea's mission is to infiltrate the palace, gather intelligence, and verify the validity of this theory."
"If it proves true, she needs to find evidence."
"That's the situation. This mission is of utmost importance, so I expect your full cooperation!" Chelsea concluded.
"Of course!" Akame responded without hesitation.
Just as Night Raid reached a consensus, a deafening roar erupted in the distance.
They turned towards the source of the sound.
It came from the Imperial Capital!
...
"Esdeath, is it?"
Mika smiled, extending a hand towards the battle-ready Esdeath, her fighting spirit radiating outwards.
"Hahaha!"
Responding to Mika's provocation, Esdeath charged forward with a hearty laugh.
Her movements were blindingly fast, exceeding the speed of sound as she appeared before Mika in an instant.
As Esdeath launched a kick at him, Mika met her attack head-on.
BOOM!
Their legs collided with a thunderous crash, sending shockwaves rippling through the air.
"Sharp movements, a resilient body. You truly live up to your reputation as the strongest, Esdeath," Mika commented with a grin, assessing the force of her attack.
Esdeath's body was incredibly durable.
Its defensive capabilities rivaled those of a Level 3 adventurer with maxed-out endurance.
In this world, such resilience was an anomaly.
While the training methods in this world focused on unlocking the body's potential, the gains were typically limited to strength, speed, or vitality.
Durability, or defensive capabilities, remained largely static.
That's why, when Najenda discussed strategies to counter Esdeath, Akame was always a crucial component.
If Akame's Teigu could pierce Esdeath's skin, she would die.
Because Esdeath, too, was ultimately mortal.
However, while Esdeath was indeed mortal, her Teigu, "Demon's Extract," had enhanced her body, pushing it towards the resilience of a Danger Beast.
Hence her astonishing physical prowess.
"Without a doubt, Esdeath possesses the strength of a Level 6. Truly the strongest in this world!"
Having experienced Esdeath's power firsthand, Mika's fighting spirit ignited.
Before he could make a move, however, Esdeath attacked again.
In the blink of an eye, she thrust her hand towards Mika.
He felt a bone-chilling cold emanating from her first.
It was the power of her Teigu, the ability to create and manipulate ice at will.
Against this icy fist, any object, or person, would instantly freeze solid.
But Mika held no such fear.
"It seems our compatibility is quite poor," he remarked, meeting Esdeath's outstretched hand with his own.
Their fists clashed, then locked in a firm grip.
"What?!" Esdeath gasped, a flicker of surprise in her eyes.
Her attack, which had never failed before, was ineffective.
Sensing the heat emanating from Mika's hand, and hearing his words, Esdeath instantly grasped his ability.
"The power to create and manipulate flames?"
A moment of surprise gave way to a wide, excited grin.
"This is far too interesting!"
As her laughter echoed through the hall, the energy clashing between their clasped hands intensified, sending waves of force rippling outwards.
Ice shards and sparks flew through the air, growing denser with each passing moment.
"Ice and flame, you say?"
"Who said fire is the natural counter to ice?" Esdeath chuckled.
The ice emanating from her hand intensified, growing stronger.
Mika responded in kind, matching her power with flames of equal intensity.
In an instant, the entire hall was engulfed in a maelstrom of ice and fire, the shockwaves forcing everyone else to retreat.
As Esdeath had pointed out, there was no such thing as an absolute counter.
It was foolish to discuss abilities without considering their magnitude.
While water could extinguish fire, could a single bucket of water quench a bonfire?
It was a drop in the bucket.
When the intensity of a flame reached a certain threshold, it could evaporate even the vastest ocean.
Therefore, no element held absolute dominance over another.
The outcome depended on the strength and skill of the user.
Just like the current clash between Mika and Esdeath. Their battle of ice and fire was evenly matched.
However, this apparent stalemate actually favored Esdeath.
While absolute counters might not exist, relative advantages did.
For example, between flames and ice of equal intensity, fire held a slight edge.
Therefore, for ice to match fire in a direct confrontation, the ice user had to be inherently stronger.
"I see," Mika muttered, analyzing the flow of his flames.
While Mika's overall strength surpassed Esdeath's, when it came to manipulating ice, or even fire for that matter, he couldn't match her level of mastery.
Esdeath had reached the pinnacle of ice manipulation.
The proof lay in her ultimate technique, Mahapadma.
Mahapadma, Esdeath's trump card, possessed the ability to seemingly freeze time, allowing her to incapacitate her opponents and deliver a fatal blow.
Of course, the so-called time freeze was merely an illusion.
In reality, Esdeath froze the surrounding air molecules.
When the molecules were frozen, everything in the vicinity, including human perception, came to a standstill.
This created the illusion of frozen time.
Even if it wasn't true time manipulation, the ability to freeze molecules was still an astonishing feat.
Even Mika hadn't reached that level of control yet.
Therefore, Esdeath's claim of mastering ice manipulation was no exaggeration.
If this world possessed a defined energy system, and Teigus consumed mana instead of the user's stamina and mental energy, Esdeath's achievements would likely be even greater.
Someone like her, if granted a "Falna" or "Nen" ability, would undoubtedly soar to unimaginable heights with minimal training!
A spark of interest ignited within Mika.
He wanted to recruit Esdeath.
However, given her sadistic nature, subduing her wouldn't be easy.
"But it's not impossible. Esdeath adheres to the principle of survival of the fittest."
"If she wants to toy with me, I can do the same to her!"
"If I win, as the victor, I can control her, the defeated, right?"
A sly grin spread across Mika's face.
"It seems I must win this battle, no matter the cost!"
