As expected, Danzo was the first to voice his opposition. "Hiruzen, I don't recall Kakashi having made any significant contributions to the village. Aside from being the Fourth Hokage's student, what notable achievements does he have?"

The Third Hokage patiently explained, "Kakashi was promoted to Chunin at the age of six and to Jonin at twelve. To date, he has completed 414 B-rank missions, 298 A-rank missions, and 42 S-rank missions. Isn't that enough?"
Danzo's single eye gleamed with a fierce light. "No! Far from it! Every ninja who has reached this level has completed numerous missions for the village. Does that mean they all deserve to be Hokage?"
As if anticipating what the Third would say, Danzo cut him off. "I know you're the Hokage, but I firmly oppose Kakashi becoming the Fifth Hokage. His achievements are simply not worthy of the title!"
Homura Mitokado and Koharu Utatane remained silent, neither supporting nor opposing the idea.
The Third Hokage's attempt to test the waters had failed.
Ultimately, Kakashi's reputation and accomplishments fell short. If he had been as renowned as Minato Namikaze or the Sannin, Danzo wouldn't have been able to find grounds for objection.
The day after the Jonin meeting, the Third Hokage summoned Kakashi to his office and handed him a scroll labeled "Flying Thunder God" along with some of the Fourth Hokage's personal notes on the technique.
"Hokage-sama, what is this?" Kakashi asked, eyeing the large "Fourth" label on the scroll with hesitation.
The Third sighed softly. "You must think this old man is rewarding you personally, don't you? Actually, no. Many years ago, when the Fourth Hokage first took office, he prepared this gift for you. He hoped you would go further than he did, reach greater heights. He had high expectations for you, Kakashi. Don't let him down. This scroll has been in my care all this time. I believe you're ready now. Take it."
The scroll contained not only the Flying Thunder God Technique but also two sealing techniques from the Uzumaki clan.
Kakashi, filled with nostalgia for his late teacher, immediately began practicing the Flying Thunder God Technique.
It was difficult extremely difficult. Even though he had mentally prepared himself, the complexity of the technique far exceeded his expectations.

Using the excuse of searching for Tsunade to learn medical ninjutsu, Ino left the Hidden Leaf Village and headed to a small town on the border between the Land of Fire and the Land of Waterfalls to find Jiraiya.
Jiraiya, the infamous pervert, often tailed Tsunade, so where Tsunade was, Jiraiya was likely to be found.
Ino's reasoning was solid, and there was nothing sneaky about her actions. It was all aboveboard, and no one could find fault with it.
