The League also provides countless jobs, staffing Gyms and related establishments with large teams of workers.
Then, through the League tournaments, they generate revenue by selling advertising, broadcast rights, and merchandise, which funds the League and supports Gyms across the regions.
Essentially, everything the League does is aimed at commercializing Pokémon battles to maximize the viewing experience for spectators.
With this in mind, when determining the ideal number of Pokémon a Trainer can carry, the League needed to balance excitement and practicality.
A 3v3 format? It works for preliminary matches but feels lacking in a final match. Spectators want more action.
10v10? That would be too slow, dragging matches on too long.
6v6 offers the perfect blend of competition and entertainment value.
So, the League issued a "six-Pokémon limit" guideline for Trainers.
When a Trainer carries more than six Pokémon, any extras are automatically transferred to storage via the Pokémon Transport System.
Luo Yuan didn't know exactly how the Pokédex in the anime managed the auto-transfer, but here in the real world, any Pokémon exceeding the six-Pokémon limit was transferred to Professor Oak's lab or another designated storage facility.

He planned to make Ash experience the same crushing defeat he'd felt against Luo Yuan.

After lunch, he left Pallet Town.
Holding Eevee, he headed back to Viridian City.
Once there, after a quick disguise, Luo Yuan made his way to the Rocket Base beneath Viridian Gym.
"Madam Boss~!"
Luo Yuan knocked on the edge of Matori's desk, a playful grin on his face.
Matori looked up at him with mild exasperation.
"Join me for lunch?"
She'd declined him before, but Luo Yuan was persistent.
"..."
Matori raised a finance report and held it out to him. "Does it look like I have time?"
Luo Yuan skimmed through the document.
The report was a daunting array of figures that made his head spin.
With just a brief glance, he spotted items like "New Base Budget for the Sevii Islands," "Expansion Fund for the Orange Archipelago," "New Island Base Damage Assessment," and "Third Quarter Profit/Loss Analysis for Team Rocket."
"Never mind, you're obviously swamped."
Realizing she had no time to go out, Luo Yuan decided to kill some time.
He headed to Giovanni's office instead.
It had been months since he'd last been here, and the office had undergone quite a transformation.
Previously, the room's most prominent features were the massive monitor on the wall, Giovanni's desk, and his rotating chair.
Now, a glass wall had been added, partitioning off a third of the office.
Beyond the glass, Luo Yuan could see Mewtwo's body suspended in a nutrient-rich fluid.

"I recently recruited Hunter J, and I'd like to establish a Hoenn branch for Team Rocket. To do that, I'll need some funding from headquarters," Luo Yuan said.
Though he wasn't short on funds, he saw no reason not to use Rocket resources when they were available.
