Ethan was in the middle of reviewing documents when he received a call from Captain Zidaine. The voice on the other end sounded pleased that funding for the Squirtle project had been officially approved. Just a few hours later, in the early afternoon, Zidaine arrived at Ethan's company to finalize the agreement on behalf of the Tarvok City Fire Department.

They met in the spacious conference room where the contract was neatly spread out on the table. With a slight smile, Zidaine said, "We have the money, Ethan. I'm authorized to make the deposit immediately."

Ethan glanced at the fine print they had already reviewed. According to the terms, the Tarvok City Fire Department would make a down payment of five thousand dollars per Squirtle, a total of one hundred thousand. In return, they agreed not to abuse or misuse the Pokémon, to follow the Biological Protection Law, and to conduct regular health checks.

Meanwhile, Pokémon Biotechnology, represented by Ethan, would deliver well-trained, healthy, and obedient Squirtle when they were at least a month and a half old.

On the last page of the contract, Ethan signed his name with a flourish, then held out his hand. "Captain Zidaine, it was a pleasure working with you."

Zidaine shook Ethan's hand firmly. "Likewise, Ethan." Slipping his pen into his pocket, he added, "We've already heard from other fire departments. They're looking at Tarvok City as a lead. If this goes well, you can expect them to follow suit."

Ethan chuckled, brimming with confidence. "I'm sure our Squirtle team will exceed everyone's expectations."

"I'm looking forward to it," Zidaine replied, remembering how the station had been buzzing since the promo video. Many of his fellow firefighters were still talking about Squirtle showing up in cool sunglasses; it had brought a new spark of excitement to their daily routines. "It's going to be pretty fun to have a 'special squad' of our own."

They shared a laugh, then shifted the conversation to a new topic, finding more space.

---

Ethan had been thinking for days about how to accommodate his rapidly growing roster of Pokémons. "Captain Zidaine," he began, "do you know of any farms, ranches, or open land near Tarvok City that I could rent? The lab is getting crowded, and I want them to roam free."

Scratching his chin, Zidaine considered the possibilities. "You'd need a place with varied terrain and natural resources, a forest, some open space, access to ponds or small rivers. A simple ranch might be too plain. A public park would be ideal, but you won't be able to lease that. Actually... maybe a struggling zoo would work."

"A zoo?" Ethan echoed, his eyes brightening. "That's an interesting idea. Zoos tend to be huge and have different habitats, much more variety than a ranch."

Zidaine nodded. "If you find one that's losing money, you might be able to buy or lease it. They've already got pens, water features, the whole setup. You could save time and money. I don't know one off the top of my head, but I'd definitely look in that direction."

"Thanks," Ethan said, making a mental note to ask Secretary Elijah for help scouting locations. If that failed, buying raw land and building a custom facility was still on the table. After all, with enough capital and the right permits, anything was possible.

---

Time flew, and the date for the first batch of Pichu deliveries was fast approaching. As stated in the terms and conditions of the e-commerce platform, buyers who had pre-ordered had to pay the remaining balance three days before delivery. Most did so promptly, but about two percent delayed payment, concerned that the contract terms were too strict.

Before submitting the balance, each buyer had to check off a list of bold print rules. Anyone who disagreed could request a refund of the deposit and cancel. Some of the prominent clauses were:

1. If the Pichu is found to be misused, Pokémon Biotech reserves the right to reclaim it. In this case, only 90% of the total payment would be refunded, and the buyer could face legal consequences.

2. During the first year, Pokémon Biotech may make periodic or unannounced visits to ensure that Pichu is being well cared for.

3. If Pichu attacks someone as a result of the owner's provocation or mishandling, the Pokémon Company will not be held liable.

Ethan took these protections seriously. He'd rather lose a few buyers than risk Pichu falling into the wrong hands. He had promised friends like James that every Pokémon would be fully protected. Accidents happened, but intentional abuse was another matter entirely.

---

Fortunately, Ethan had a plan to quickly detect any problems: the Pokémon Monitor. Every time a new Pokémon was born, he ran a scan that embedded a unique ID into its bio-profile. This system allowed him to track each Pokémon on a global map - a sea of tiny red dots, each representing a different creature.

With a quick tap, he could zoom in on any dot and see details about that Pokémon's physical status, location, and even emotional state. Most amazing of all was the "Lock On" feature, which allowed him to briefly see the world through the Pokémon's own eyes in real time.

He remembered trying it out on a Pichu that James was cuddling. The images on his screen had been surreal - a Pichu's view of James' smiling face. Ethan hadn't expected biology and technology to come together so elegantly, but there it was, in full color.

Now that Squirtle was on its way to the fire department and the first batch of Pichu was almost ready for delivery, Ethan felt the weight of responsibility.

Not only to meet the buyer's expectations, but also to protect every Pokémon that left his lab. He looked out his office window, thinking about expansions, real estate, the fire department initiative, and whatever else lay ahead. Despite the challenges ahead, he felt a thrill of anticipation, a spark of excitement for the future he was helping to create.
