The reason? Naval Headquarters had issued a summons.

All available Marine officers, unless engaged in the most urgent missions, were ordered to assemble immediately.

What was deemed urgent? Only those currently locked in battle with pirates, unable to disengage. For everyone else, the mission was clear: Report to Naval Headquarters without delay!

"Gulp!" 

The reception guards stationed at the headquarters, tasked with guiding the arriving officers, swallowed nervously as they felt the overwhelming aura radiating from these warriors—officers who had slain countless enemies in the name of justice.

Naval Headquarters, the center of justice across the seas, was typically a place of peace and tranquility. On most days, its officers were scattered across the world, chasing down pirates and upholding law and order.

But today was different.

Never in recent history had such a large number of Marine officers gathered in one place. At least, not during the time of these guards.

"Look! What are those ships?!" 

Some guards gasped in shock as they spotted enormous vessels approaching.

Boom!

Several giants, standing tens of meters tall and donning the rank of Vice Admiral, stepped onto the Naval Headquarters' docks.

Boom!

The sound of their footsteps reverberated through the port, causing some of the weaker guards to collapse in terror.

"The giant Vice Admirals have gathered here too?"

Many of the vice admirals who had already arrived at headquarters wore grim expressions. Even though the full mobilization of forces hadn't been ordered yet, the sheer power now concentrated at Naval Headquarters was unprecedented.

It was clear that something monumental had occurred on the seas.

This was no ordinary crisis—one that the usual stationed forces of Naval Headquarters could not handle. The situation required summoning the most elite Marines from across the Grand Line.

The only events that warranted such action, apart from the World Summit, were:

War.

And clearly, this was not the time of the World Summit.

Is a war about to sweep across the seas?

As the assembled officers exchanged glances, many wore dark, foreboding expressions. 

"What a massive gathering. What's going on, Hina?" 

Smoker, standing on the deck of a warship, exhaled a puff of smoke as he eyed the grim-faced Hina waiting at the dock.

"Even the giant Vice Admirals are here," Smoker noted, his expression darkening as he watched the massive officers being led to quarters designed specifically for them.

"The situation involves the highest level of command. Hina doesn't know everything. What little information she does know is highly classified and can't be shared," Hina replied, lighting a cigarette. Her usually composed face was tense with worry.

Although she didn't have all the details, Hina had caught wind of certain rumors involving the Buster Call.

Still, Marine higher-ups had locked the information down tight, treating it as highly confidential.

"But from what Hina has gathered, it must be related to the Fifth Emperor of the Sea. The entire world has been thrown into turmoil because of him."

Her words made Smoker clench his fists in frustration. 

Portgas D. Ace—the Fifth Emperor.

And then there was Tashigi, the "Fallen Marine Swordsman," who had fully joined Ace's Entei Pirates.

Are we really going to war with the Entei Pirates?

Smoker's face hardened as he walked towards the headquarters.

"Admiral, everyone's waiting for you inside. We should hurry," said a Commodore, sweating as he addressed the tall figure walking nearby.

"It's quite unsettling, isn't it? A summons like this... Something big must've happened," commented the tall man in a justice coat, wearing a yellow-and-white striped suit and sunglasses. His voice was slow and casual, though his demeanor was anything but that.

This was Kizaru, the Admiral of Naval Headquarters, wielder of the Logia-type Sparkling Fruit, also known as the "Sparkling Man."

Despite the urgency, Kizaru's leisurely pace didn't change as he strolled towards the meeting room.

C-r-e-a-k!

The door to the conference room slowly creaked open.

Kizaru entered, his eyes slightly visible under his sunglasses as he raised them.

"Kizaru! You're too slow. Did it take that long to come from Mariejois?"

Sengoku, sitting in the Fleet Admiral's seat, spoke gravely.

Below him, three seats were arranged.

Seated were the Admirals of Headquarters: Aokiji and Akainu, while one seat remained empty—clearly reserved for Kizaru.

On either side of these three seats stood two rows of Vice Admirals from Naval Headquarters, their faces fierce, exuding an intimidating, almost sinister aura.

At the forefront of the Vice Admirals stood two special seats.

One was occupied by the Chief of Staff, Tsuru, and the other by the legendary Marine hero, Vice Admiral Garp.

Nearly all the top combat forces of Naval Headquarters had gathered here.

"Really now, Fleet Admiral. Didn't you ask me to report urgently to the Five Elders? Regarding your request, they've already given their approval," Kizaru drawled, glancing lazily at Aokiji seated on the far left.

"Hey, Aokiji, you're back. Funny how it was supposed to be your turn for a vacation," he muttered with a faint smile.

"Forget about vacations. Just take your seat," Sengoku replied in his usual stern voice, accustomed to Kizaru's laid-back demeanor.

"It's terrifying… all three of us are here," Kizaru said as he slowly took his place in the empty seat.

As Kizaru sat down, even the battle-hardened Vice Admirals in the room couldn't help but feel a slight dryness in their throats.

The three Admirals of Naval Headquarters, all gathered in one place.

"Everyone," Sengoku began, raising his head to look at the elite force assembled before him. "I believe you already have some idea why you've been summoned here."

The tension in the room thickened as Sengoku continued. "The Red-Hair Pirates of the Four Emperors have left their base and are heading to the first half of the Grand Line."

"And Kaido of the Beasts, another Emperor of the New World, has transformed into his Azure Dragon form and is also heading for the first half of the Grand Line."

Gasps echoed throughout the room, and the faces of many Vice Admirals turned grim.

Two Emperors of the New World—both heading to the first half of the Grand Line simultaneously?!

And among them was the Red-Hair Pirates, a crew known for their near-invincible reputation.

What could possibly be happening in the first half of the Grand Line that would attract two of the Four Emperors to leave their territories?

Suddenly, a few Vice Admirals seemed to piece it together, cold sweat breaking out on their foreheads.

"After confirming intelligence, it appears that both Kaido and the Red-Hair Pirates are targeting the same objective," Sengoku declared, his expression even more severe.

"The Fifth Emperor of the sea... the Entei Pirates!"

All the Vice Admirals' eyes widened in shock.

The Red-Hair Pirates and Kaido were both after the Fifth Emperor—Portgas D. Ace!

After the battle at Enies Lobby, Ace's name had spread across the world.

Many Vice Admirals present were already aware of his terrifying strength.

With a single strike, Ace had defeated Vice Admirals Onigumo, Momonga, Onigumo, Gion, and Tokikake in one battle.

Onigumo had perished on the spot, while Momonga and Yamakaji were still recovering in the hospital. Momousagi and Chiton were able to move but had also been gravely injured.

Ace's power was now comparable to that of the Four Emperors, the most powerful figures in the world.

The Entei Pirates, under his command, even included former Shichibukai Crocodile, whose Sand-Sand Fruit remained a formidable Logia ability.

Combined with Portgas D. Ace himself, such a force was undoubtedly on par with any of the Four Emperors' pirate crews.

At these words, everyone in the room stiffened.

The Sabaody Archipelago lies in the first half of the Grand Line and is the only gateway to the New World.

If one wished to travel from the first half of the Grand Line to the New World, there were only two options:

One was to request permission from the World Government and cross directly through Mariejois, the holy land atop the Red Line.

The other option was to head to the Sabaody Archipelago, coat one's ship with resin from the mangrove, and dive 10,000 meters to pass through an undersea route beneath the Red Line to Fish-Man Island, and then emerge in the New World.

Akainu's eyes gleamed with fierce resolve, like a predator ready to strike.

Even Kizaru, usually so laid-back, had lost his nonchalant attitude, the shade of his sunglasses growing darker.

The second of the three great powers on the sea was about to face the three Emperors.

Four Emperors, the strongest creature in the world: Kaido of the Beasts.

Four Emperors, the red-haired Shanks.

And the Fifth Emperor of the sea: the Emperor of Flame, Portgas D. Ace.

At this time, the Entei Pirates were already en route to Sabaody.
