For an ordinary person, consuming a single Devil Fruit is enough to elevate them to a superhuman level.
But two? That was considered impossible. It was common knowledge that demons cursed Devil Fruits.
Once eaten, the demon's power would reside within the user, causing the sea to reject them.
But what if someone consumed a second one? The moment they did, their body would explode instantly.
Yet, the man standing before them was somehow a dual Devil Fruit user. And his second fruit? None other than the Float-Float Fruit, once wielded by Golden Lion Shiki—one of the three legendary pirates of the old era.
If such information came directly from the mouths of the Five Elders, then it was as good as confirmed.
That also meant that, throughout this entire battle, Arashi had not even been fighting at full power.
Unconsciously, Sakazuki found himself recalling Arashi's words during their fight:
"You becoming stronger doesn't mean I've been standing still."
Not only had Arashi not remained stagnant—he had become even more formidable.
Sakazuki remained silent, his heart filled with shock. Before him, Arashi stood with both arms severed, his body pierced through by multiple Seastone spikes. Anyone else would have died instantly.
Yet, despite having his legs shackled with Seastone cuffs and his body bound by iron chains, he was still fighting to the death.
What kind of monster was this?
And what kind of spirit did he possess?
"They were right!"
"With Arashi's strength, in ten, twenty years, the Marines will ultimately fall under his leadership. There will never be a place for me!"
Sakazuki sighed in his heart. He had always wanted to defeat Arashi in a fair fight, but deep down, he knew—
At this moment, he could no longer do it.
"It's time to end this."
"His stamina is completely drained. The only thing keeping him standing is sheer willpower."
"I must admit… I'm impressed."
Saint Jaygarcia Saturn slowly stepped forward, his sharp gaze fixed on Arashi, who stood tall like an immovable mountain.
"In a way… you're no longer human."
"You are a complete and utter monster."
Even in the moment of victory, Saturn remained wary. No one could afford to underestimate a man like this.
Alive, Arashi possessed nearly invincible combat strength.
Dead, his wounds and injuries would heal completely.
Even worse? He couldn't be allowed to kill himself.
An unkillable monster—one that felt like a flaw in the very fabric of creation. A terrifying existence that even the highest authority in Pangaea Castle feared deeply.
And so, this action had to be taken.
"He cannot be killed—only controlled."
"Even if we seal his power and imprison him for five, eight, or ten years, it would still be a great victory for the world."
Saint Saturn sighed inwardly. The intelligence network of the World Government had already spread across the West Blue, and the information returning was disturbing. Arashi's forces were growing at an alarming rate.
What kind of monster would he become if left unchecked for another ten years?
By then, even the entire Marine system might fall under his command.
An uncontrollable Marine force was something the World Government could never accept.
They needed an opportunity—any opportunity—to stop this terrifying momentum.
"You will be imprisoned in the deepest depths of Impel Down."
"We will build a special cell just for you."
"Your eternity will be spent there."
The cold, merciless words rang out.
Arashi's eyes darkened, staring silently at the five figures before him. Then—
He suddenly burst into wild laughter.
"Imprisonment? Death? They mean nothing to me."
"Everything you do… is pointless."
The Five Elders frowned, their eyes deepening with seriousness. They knew it too—this was only a temporary measure.
One day, this time, the bomb would explode again.
"Time will prove that we are right."
Saint Topman Warcury spoke firmly.
The five of them moved forward, pinning Arashi to the ground with all their strength.
Sakazuki stood quietly, his expression unreadable as a flood of emotions surged within him.
"Any means necessary are justified against someone who has strayed from justice."
His eyes soon hardened.
Coldly, he watched the Five Elders drive thick Seastone chains through Arashi's body.
If not for his abnormal bloodline, the World Government would have eliminated him long ago.
"An immortal bloodline is strong… but it has also become your greatest weakness."
"People always fall to their greatest strengths."
Sakazuki muttered under his breath.
Arashi was completely pinned down. The Seastone chains sapped his strength, his body growing limp. Even the last traces of power within him were fading away.
But the Five Elders had planned everything meticulously.
They left him just enough life to survive—but not enough to die.
Suddenly, the five elders lifted their heads, eyes shifting toward the shore.
A Marine warship was approaching, slowly docking at the island.
A figure leaped from the ship, soaring high into the air.
They had already reached the sky above them in just a fraction of a second.
Their white Justice cloak billowed in the wind, and their square-jawed face was rage-filled.
"You dare…!"
"Lay a hand on my beloved disciple?!"
The deep, furious voice sent tremors through the air itself.
And then—
BZZZZT!
Black and red lightning illuminated the heavens.
A clenched fist tightened.
For a brief moment, time itself seemed to stop.
"Fist Bone: Collision!"
There was no hesitation. No second thoughts.
Only pure, unfiltered rage.
"GARP!!"
Saint Saturn's face shifted slightly, his voice carrying a heavy undertone.
The Five Elders immediately grabbed Arashi and vanished in a blur.
BOOM!!
A deafening explosion erupted.
The ground beneath them shattered as if struck by a nuclear blast.
Everything twisted and blurred, shockwaves rippling outward in all directions.
"Garp, stop!"
Saint Saturn roared.
The other four elders lined up beside him, their expressions dark as they stared at the enraged man who had landed before them.
"Arashi is the newly appointed Admiral. He cannot be taken by the Five Elders!"
Another voice rang out.
A golden light flashed—
A massive golden Buddha stepped forward, standing before the Five Elders.
"Sengoku!"
"What are you trying to do?!"
The elders' expressions darkened.
"That's what I should be asking you."
Vice Admiral Tsuru took a step forward, standing alongside Garp and Sengoku.
"The Five Elders attacking a Marine Admiral—have you gone too far?"
Zephyr also stepped up.
"Even if you stand at the peak of the world, some things cannot be tolerated."
"I believe that, given my current position, I still have the authority to make certain decisions!"
The moment these words were spoken, Garp, Tsuru, Zephyr, the Five Elders, and others all changed expression.
Even Arashi was slightly surprised—he hadn't expected Sengoku to be so decisive. It was clear that, no matter what, the new Fleet Admiral was determined to protect him.
"Sengoku, you're being far too bold!" Saint Izanbaron V. Nasujuro bellowed.
"No, it's you who are being too bold!"
"To launch such an ambush just as the new Fleet Admiral assumes his position—"
"You've disgraced the World Government!" Sengoku retorted coldly.
To everyone's surprise, the new Marine Fleet Admiral displayed decisiveness and a firm stance, showing no fear of the Five Elders. Their expressions darkened, their eyes turning icy, yet for the moment, they remained silent. The atmosphere became eerie, and the tension suggested another battle could break out.
Especially with Garp on the other side, his eyes burning with fury—they did not doubt he would charge in without hesitation if the situation escalated further.
"This is troublesome," Saint Izanbaron V. Nasujuro frowned.
Suddenly, a golden light flickered in the distance, refracting through the air instantly before landing behind Sengoku.
"Yo, curiosity really does kill the cat, huh?"
"I didn't expect to stumble upon such a terrifying scene."
As the golden light flickered, Borsalino's figure emerged. He stood quietly behind Zephyr, gazing at the five Elders ahead. When his eyes landed on Arashi's current state, his pupils shrank slightly, a trace of hesitation flashing through them before quickly turning to determination.
"I don't care who you are."
"But attacking one of our Marine Admirals for no reason—"
"That's something I simply can't ignore!"
Another voice, cold yet languid, echoed in response.
In the blink of an eye, frost began spreading across the ground, thin layers of ice forming over the Five Elders. The temperature plummeted.
Kuzan stepped forward, standing beside Kizaru.
The Five Elders were furious and grave with this turn of events.
They hadn't expected the Marines to take such a firm stand—the older and newer generations of Marine powerhouses were now standing against them without hesitation.
The standoff stretched on, with neither side speaking.
After a long silence, Saint Jaygarcia Saturn sighed and finally spoke.
"In that case…"
"Let's negotiate."
At this moment, they couldn't afford to suffer losses within the Marines, nor could they accept triggering an all-out war over Arashi today.
Hearing this, Sengoku inwardly breathed a sigh of relief but kept his expression stern as he nodded.
Thus, the negotiation began—on a scorched and blackened island, with both sides seated ten meters apart, their gazes filled with seriousness and caution.
It was clear that from then on, the once-harmonious and unified relationship between the Marines and the World Government was completely shattered. Even if they maintained contact in the future, it would be in a different form.
The Five Elders understood where Sengoku's confidence as the new Fleet Admiral came from.
It was nothing more than the sheer strength of the Marines. Arashi was a crucial factor among them.
"Arashi must be handled by us," Saint Topman Warcury declared in a deep voice.
"Absolutely not!"
Before Sengoku could respond, Garp had already shouted his rejection.
"If we are truly negotiating, then let's not pretend to be ignorant of certain matters."
"Surely, you all understand what Arashi has done before now," Topman Warcury said calmly.
Sengoku's expression remained unchanged as he sat cross-legged.
"And we are all aware of his unique, monstrous physique."
"Therefore, we will use a special and effective method to imprison him," Warcury continued.
"Arashi is a Marine Admiral."
"That means we will never agree to hand him over to you!"
Sengoku finally spoke, his tone calm but resolute, leaving no room for argument.
The Five Elders frowned. If they couldn't take Arashi into their custody, then what was the point of this entire operation?
"The crimes he has committed are already enough to warrant execution."
"I hope you Marines understand—he is only still alive because of his unique constitution," Saint Izanbaron V. Nasujuro said coldly.
"You can't kill him, and you don't dare to kill him, do you?"
Sengoku suddenly chuckled.
As his words landed, the Five Elders' expressions grew even darker.
The fact that Arashi had even been defeated today was already an extreme rarity—it had only been possible due to thorough preparations and an ambush.
They couldn't be certain they'd ever have another opportunity like this.
Without a doubt, Arashi would be even more cautious from now on, never exposing a single weakness.
The negotiation reached an impasse.
The Five Elders wanted to take Arashi and oversee him personally, but the Marines wouldn't give them that chance.
"The world cannot tolerate a man like Arashi existing!"
"Nor will we sit back and allow his forces to continue growing stronger!"
"Sengoku, you must understand something."
"The power of Arashi and his subordinates is not just a problem for the World Government—it is a growing threat to the Marines as well!"
Topman Warcury said in a heavy voice.
Sengoku remained calm, not responding.
He was waiting for their final decision, and from there, he extracted the outcome most favorable for Arashi.
"Handing Arashi over to you is not entirely out of the question!"
Suddenly, Saint Shepherd Ju Peter spoke.
All eyes turned toward him.
"But he can never be seen by the world again, nor will he be allowed to move freely!"
"Imprison him in Impel Down! A specially constructed cell just for him."
"And this matter will be handled by the Marines!"
Shepherd Ju Peter said slowly.
Hearing this, Sengoku's gaze sharpened.
He was weighing the feasibility and the consequences of this option, furrowing his brow after a moment of thought.
"Arashi is a Marine Admiral!"
"We cannot simply imprison him like a criminal—that would be a disgrace to the entire Marine force!"
Sengoku declared firmly, his stance unwavering.
The Five Elders frowned once more.
"The Marines' bottom line is that Arashi will disappear for a period of time and no longer appear in the world."
Sengoku added.
"We need him confined in Impel Down!"
The Five Elders exchanged glances, silently discussing among themselves before speaking again.
They understood that permanently imprisoning Arashi was impossible. If even the slightest mistake was made, and he found an opportunity to escape, it would trigger a catastrophe sweeping the entire world.
The best approach was to restrict his freedom.
"Fine!"
After a moment of contemplation, Sengoku nodded.
He calculated that this was likely the best outcome they could achieve.
Exchanging looks with Garp, Tsuru, Zephyr, and the others, Sengoku then spoke with a serious expression.
"Hand Arashi over to us."
"From this moment on, the Marines will handle everything."
"As a Marine Admiral, no matter what crimes he has committed, it is the Marines who should deliver justice!"
"Rather than personally intervening like the five of you."
By the time he finished speaking, his voice had turned ice-cold, leaving no room for doubt about his anger and dissatisfaction. Today was supposed to be an important day, yet the World Government had conspired with a newly appointed admiral to ambush and assault another admiral.
The Five Elders remained expressionless as they gazed down at Arashi, who was restrained.
"So, what is your decision?"
Arashi let out a cold chuckle but did not respond.
"You have no right to choose," Sheppard Ten Pythas Saint stated coldly. "Because if you refuse, the very next second, your subordinates in the West Blue, along with the G-1 base, will be completely wiped out by the Holy Knights!"
Arashi's pupils contracted as he looked up at the five elders before him.
"No matter how much of a monster you are, you have weaknesses!" Marcus Mars Saint remarked. "You are not truly free, Arashi."
"I acknowledge my carelessness and my failure," Arashi said coldly after a moment. "I am willing to accept the terms of negotiation."
Without a doubt, this was the most crushing defeat he had ever suffered and the most dangerous crisis he had ever faced. The consequences would have been unimaginable if it hadn't been for Sengoku, Garp, and the others stepping in. And this served as a wake-up call for him—shattering his recent arrogance and complacency.
"I am far from being able to disregard the entire world."
"The power I wield is still too weak."
This battle had sobered him completely, leaving him with a complicated mix of emotions. But one thing was clear—he was still not strong enough. The combined assault from these five and Sakazuki's ambush had been too much for him to handle.
"From now on, I need to retreat into seclusion and train relentlessly, finding any possible way to grow stronger!"
Arashi's eyes sharpened with resolve. The creator in Mary Geoise possessed an unfathomable level of power—perhaps even greater than his own. The world was still vast, and he was still too weak. Immortality did not equate to invincibility.
But Arashi did not despair over this defeat. He did not feel lost.
Life is never smooth sailing—just like a heart beating, it rises and falls. Accept failure, learn from it, and grow stronger!
"You are a wise man," Marcus Mars Saint nodded. "We trust that you will honor your word."
The Five Elders took a few steps back. The next moment, Topman Warcury Saint reached into his robes and pulled out a Den Den Mushi, dialing a number in front of Arashi.
"Figarland Garling Saint."
The moment the name was spoken, everyone present tensed.
"The operation is temporarily suspended," Warcury stated.
"Oh? Did you fail?" Figarland Garling Saint's voice came through the receiver.
Arashi's expression darkened. They had planned this meticulously, preparing to capture him and ensure he had no leverage.
"Failed? Not exactly," Warcury responded indifferently. "Let's just say there were... certain results. Stay on standby—we will contact you again soon."
Then, he hung up.
Garp stepped forward to help Arashi up. When he saw the chains of Seastone piercing his body and his severed arms, his eyes turned red with fury.
"Arashi, we will be watching you!" Warcury warned coldly. "You'd better adhere to the terms of this negotiation!"
Arashi curled his lips into a smirk, his eyes devoid of warmth.
The Five Elders stared at him for a long moment before finally turning and leaving. They weren't concerned that Arashi or Sengoku's side would break the agreement—because doing so would have dire consequences for both parties.
It was true that they had reservations, but breaking the terms of the agreement would only lead to catastrophe. The World Government represented the world—a coalition of over 300 nations. Such an entity was more than capable of dismantling the Marines and creating a new force from scratch.
But such an action would be self-destructive. They had no intention of paying that price unless it was absolutely necessary.
"Arashi!"
"Are you alright?"
Watching the Five Elders and Sakazuki depart, Sengoku finally turned toward Arashi. The sight of the Seastone chains running through his body and his severed arms made his heart tighten. It was hard to imagine how Arashi had survived such injuries.
"I'm fine!" Arashi grinned. "In fact, I've never felt better!"
The arrogance, overconfidence, and pride he once carried had been completely erased. In their place stood a man who was far more clear-headed and determined.
"If you die once, your wounds will completely heal, won't they?" Garp asked in a low voice.
Arashi nodded, then smirked. "But this time, I don't plan to recover too quickly."
Sengoku and Garp exchanged puzzled glances.
Arashi didn't explain further. Instead, he slowly lowered his head. The pain—the wounds on his body—would serve as a constant reminder of his mistakes in this battle. They would drive him forward, pushing him to become stronger.
With Kuzan and Borsalino supporting him, Arashi boarded the Marine warship and slowly sat down.
"You will be sent to Impel Down," Sengoku stated firmly. "The terms of this negotiation must be honored."
Arashi remained expressionless and nodded.
"But as a newly appointed Marine Admiral," Sengoku continued with a sigh, "we will not let you enter as a prisoner. You will be stationed in Impel Down as its guardian."
Arashi nodded again. This was the best solution they could come up with. It satisfied the Five Elders by restricting his freedom while preserving the dignity of himself and the Marines.
Garp's expression was heavy as he placed a firm hand on Arashi's shoulder and sighed deeply.
"Your injuries..." Sengoku hesitated.
"Send me to Impel Down," Arashi said calmly. "These wounds are nothing."
Sengoku gazed at him, his expression complicated. Kuzan and Borsalino wore heavy expressions as they stepped forward to bid farewell.
Everyone understood exactly what kind of place Impel Down was.
Regardless of his status, being sent there was no different from being erased.
And how long Arashi would remain there—how long before he would emerge again—was something no one could say.
