Naruto’s Strongest Twin - The Battle Hungry Saiyan (DBZ Dragon Ball)

Chapter 54: 54. Elder’s Reformation

The streets of the Leaf Village bustled with activity, a far cry from the days of war and destruction. Children ran through the market squares, while merchants haggled over prices and shinobi trained in the open fields. Life had returned to the village, but beneath the surface, there was an undercurrent of change—a shift in how things were being done. The village was evolving, and everyone could feel it.

At the heart of the village, in the Hokage's office, Minato stood before a gathering of the Elder Council and the village's top shinobi. The atmosphere in the room was tense yet purposeful. The elders were seated at a long table, their faces lined with the weight of the discussions they had been having over the past few weeks. Ryusei, Naruto, Sasuke, and Sakura were there as well, standing alongside Minato as they prepared to help finalize the village's reformation plans.

Minato spoke first, his tone calm but decisive. "We all know that the Leaf Village has changed, and we're changing with it. The battle with Orochimaru revealed the flaws in our system, and we cannot allow those vulnerabilities to remain. That's why today, we are finalizing the reforms that will strengthen our village for the future."

An elder with gray hair and a stern expression leaned forward. "These reforms aren't just for defense—they're for our survival. With the rise of time and void manipulation, we're entering uncharted territory. Our enemies are no longer limited to our own world. We need to be prepared for anything, from any timeline or dimension."

The room fell silent for a moment as everyone absorbed the elder's words. Sasuke glanced at Minato, his Sharingan eyes gleaming faintly. "These changes are necessary, but they need to be implemented quickly. The other villages are watching us closely. They know we've grown stronger, and they're either going to want to align with us… or take us down."

Naruto folded his arms, his expression serious. "And we can't let that happen. We're not the same village we were before, and we're not going back. We need to be ready to protect everyone—no matter what."

Minato nodded in agreement, his gaze sweeping across the room. "That's why we've outlined a series of reforms that will redefine how we operate. First, the establishment of cross-village communication channels. We're setting up direct lines of communication with the Sand Village, the Cloud Village, and our other allies. This will ensure that we can coordinate quickly in the event of a major threat."

An elder sitting near the end of the table interjected. "And what about the villages that aren't our allies? The Mist Village, for instance, has been distant ever since the war ended. They may see our advancements as a threat."

Sakura spoke up, her voice calm but firm. "We're not looking for conflict, but we can't pretend that everyone will support these changes. That's why we're also focusing on upgrading our medical research and chakra weaponry. If we face an attack, we need to be able to defend ourselves—not just with force, but with strategy."

Minato nodded. "Sakura's right. The Medical Division will be receiving new resources and support. We're incorporating time-based healing techniques that will allow our medics to not only heal physical wounds but also reverse the damage to chakra networks. This will increase the survival rate of our shinobi, especially in high-stakes battles."

Ryusei, who had been listening quietly, finally spoke. "And we're expanding the development of chakra-enhanced weapons. With the advancements we've made in time and void manipulation, our weaponry can be infused with those elements, making them far more effective against both human enemies and dimensional threats. We need to arm our shinobi with more than just traditional tools."

The elders exchanged glances, clearly impressed by the breadth of the changes being proposed. Another elder, one with sharp eyes and a pointed beard, nodded in approval. "These are the steps we need to take. We can't afford to fall behind, especially with what's coming."

Minato continued. "Lastly, we've been working with Anon to reform the Anbu Black Ops. The new Void Anbu are being trained to handle threats that our regular forces can't. They will operate in the shadows, tracking down and eliminating enemies that move between dimensions and timelines. These shinobi will be the first line of defense against any unknown threats."

Naruto's eyes widened slightly. "Anon's really putting his all into this, huh?"

Ryusei smirked. "Anon understands what's at stake. His Void Anbu are already operating at a higher level than our regular Anbu. They're specialists, trained to manipulate the fabric of reality in ways even we haven't mastered yet. But they'll only be used when absolutely necessary. We're not creating weapons—we're creating protectors."

Sasuke's voice was measured but intense. "We'll need those protectors. The enemies we've faced so far were only the beginning. The threats are evolving, and they're coming from places we can't even see yet."

One of the elders leaned forward, her brow furrowed. "And how do we ensure that these powers don't get out of control? We've all seen what happens when shinobi try to tamper with forces beyond their understanding."

Sakura spoke with a confidence that was rooted in years of experience. "That's why we're focusing on education. The Advanced Shinobi Academy is designed to train shinobi to control these powers responsibly. We're not just teaching them how to use time and void energy—we're teaching them how to master it, to understand its risks and its limits. These students will be stronger because they'll know how to wield their power with wisdom."

The elder nodded, satisfied with the explanation. "Very well. It seems like every aspect has been considered."

Minato exhaled slowly, his expression one of quiet determination. "These reforms are just the beginning. We're laying the groundwork for a stronger, more unified Leaf Village. We can't control what the other villages will do, but we can ensure that we're prepared for whatever comes."

Ryusei stepped forward, addressing the group. "This isn't just about defense. This is about growth. We've all grown stronger over the years, and it's time for the village to reflect that. With the academy, the Anbu, and these new technologies, the Leaf Village will be more than just a player in the shinobi world. We'll be a force for balance and protection."

The elders exchanged nods of agreement, their expressions a mix of approval and determination.

One of the elder council members stood, addressing Minato directly. "We trust your leadership, Hokage. We'll move forward with these reforms, but we'll need regular updates on how the academy and the Anbu are progressing."

Minato nodded. "You'll have them. Thank you for your trust."

As the meeting concluded, the room slowly emptied, leaving Ryusei, Naruto, Sasuke, Sakura, and Minato standing together.

Naruto stretched, his usual grin returning. "Man, I didn't think there'd be this much talking, but it looks like things are moving forward."

Sasuke gave him a sidelong glance. "This is just the beginning, Naruto. The real work starts now."

Ryusei nodded in agreement. "He's right. We've set the foundation, but now we have to make sure it works. The academy, the Anbu, the reforms—they'll all need our guidance."

Sakura smiled softly. "We've come a long way, but there's still more to do."

Minato looked out over the village, his eyes filled with pride. "The Leaf Village is ready for the future. And with all of us working together, I know we'll succeed."
