Chapter 59: the delegation from the Mist Village
Yoruichi knocked on the table, scanning the documents in front of him.
"The Chūnin Exams…" he muttered. The mention brought back memories of the original Chūnin Exams from his previous life. That chaos caused by Shukaku's rampage, the Third Hokage, Hiruzen Sarutobi, being killed by his own student, Orochimaru—it all felt so surreal now.
But this wasn't the same. The Mist Village seemed to be plotting something, looking for revenge perhaps.
"And yet they're bringing this to me?" Yoruichi sneered, crossing out the suggestion in front of him. "If the Mist Village wants to host the Chūnin Exams so badly, let them. They can even fight there for all I care. It'll 'showcase our friendship,' right?" He scribbled the sarcastic remark down and pushed the document aside.
Moments later, the paper was back in front of him.
"Lord Yoruichi, this isn't for you to dismiss. This is for you to execute. Hokage-sama has already approved it."
Yoruichi sighed. Of course. The Third Hokage had a habit of making these kinds of decisions.
"Lord Yoruichi, the delegation from the Mist Village is arriving this afternoon. There isn't much time."
"Time?" Yoruichi frowned, glancing at the clock. It was almost noon, and yet the administration office was empty. "Why isn't anyone here? What's going on today?"
After some investigation, his shadow clones uncovered the truth. Most of the staff—those from the Mitokado, Utatane, and Shimura clans—had taken leave, all in protest of Yoruichi being appointed as the head of the administration department.
The plan was obvious: cripple the department, make him look incompetent, and spread rumors of his inability to lead.
Yoruichi smirked. "Trying to embarrass me, are they?"
Without hesitation, he formed hand seals. "Shadow Clone Jutsu!"
With a loud bang, dozens of clones materialized around him.
"Not enough," he muttered, forming the seals again. Another bang—this time, there were over a hundred clones.
The clones dispersed throughout the building, taking over every empty station in the administration office.
Passersby outside the building gawked as they saw identical versions of Yoruichi darting to and fro.
"What's going on?" one villager whispered.
"Is that the Shadow Clone Jutsu? Just how much chakra does he have?"
Yoruichi ignored the stares, casually pulling Kushina Uzumaki along as they strolled through the village streets.
"Yoruichi, are you sure this is okay?" Kushina asked, glancing back at the chaos unfolding behind them.
"Of course," Yoruichi said with a grin. "If they don't want to work, I'll just replace them. Simple."
"Still…"
"Don't worry," he said, ruffling her hair. "Now, about that sealing technique you wanted to learn…"
"Really? You'll teach me?"
"Of course."
Meanwhile, back at the administration office, the clones were hard at work. One of them stood at the center of the room, addressing the few remaining staff.
"Where's the personnel list?" the clone demanded.
A nervous chunin handed it over.
"Good. Anyone who didn't show up today is officially terminated. If they can't be bothered to work, we don't need them."
"But, Lord Yoruichi, isn't that too harsh?"
"Harsh?" The clone scoffed. "If they think Konoha will collapse without them, they're wrong. The village will function just fine without freeloaders."
Word of the mass firings quickly reached the Hokage's office.
Hiruzen Sarutobi chuckled, shaking his head. "Let him handle it. I did say the administration department was his responsibility. Besides, this might be a good lesson for those clans to stop putting their pride above the village's interests."
At the same time, members of the Mitokado, Utatane, and Shimura clans were gathered at a tavern, drinking and venting their frustrations.
"Can you believe it? That upstart gets to run the administration department?" Ryosuke Mitokado fumed, slamming his cup on the table.
"It's ridiculous," Shinto Utatane agreed. "Hokage-sama clearly isn't thinking straight. Yoruichi doesn't have the experience or the connections to manage the department."
As they complained, two messengers entered the tavern, one from each clan. They whispered something into Ryosuke and Shinto's ears, and both men paled.
"What?" Shinto roared, slamming his cup to the floor. "He fired us?"
The group exchanged uneasy glances.
"What do we do now?" one of them muttered.
"If we go back, we'll look like cowards…"
"But if we don't…"
Reluctantly, they made their way back to the administration building, only to be stopped at the entrance by two of Yoruichi's clones.
"Can I help you?" one clone asked.
"We're here to return to work," Ryosuke said stiffly.
"Didn't you take leave? You're not needed anymore. Please leave."
"This is outrageous!" Shinto shouted. "You can't do this!"
"Take it up with Hokage-sama," the clone said with a smirk.
Inside the building, the Mist Village delegation had already arrived. At the center of the group stood Yagura Karatachi, a young and promising ninja poised to become the Fourth Mizukage. He glared at one of Yoruichi's clones across the desk.
"Where is the Hokage? We traveled all the way from the Mist Village, and this is how we're greeted?" Yagura demanded, slamming his fist on the table.
