As the video froze on Kenji's face, Nezu pressed enter on his keyboard, pulling up the profile Kenji had submitted for his application, including standard things such as his grades and medical history. Nezu ignored it all, heading straight for his Quirk report, the official record required for all Japanese citizens when their quirk awakened.
'Quirk: Flux'
Known User(s): Kenji Atoma
Type: Emitter, Transformation, Mutant
Description: Flux allows the user(s) to generate and manipulate a unique, fluid-like substance derived from mutated blood cells. These cells, covered in a microscopic hexagonal lattice, detach and transform into the fluid when Flux is activated. The substance flows through the user's veins in its active state, causing them to swell and turn black during usage.
Flux exhibits unparalleled adaptability, capable of adopting any physical or chemical property, from solid to liquid or even frictionless states. It can harden into razor-sharp edges, expand into intricate structures, or mimic various textures and compositions. The user's ability to shape and utilize the fluid is limited only by their understanding of the molecular and chemical process involved and the volume of fluid they can produce. The only known user of this quirk, Kenji Atoma, awakened his quirk with an approximately one-gallon capacity due to their limited supply of mutated cells. However, many cells were discovered to be in the process of forming a lattice, providing sufficient evidence that his initial capacity would increase with time and usage.

Nezu and Yagi stared at the classified report in stunned silence. While it wasn't uncommon for some quirks to score four out of five on their risk assessment, getting a perfect score was significantly more challenging. The monitoring list was strictly reserved for quirks that could shift the balance of power on a geopolitical scale.
The most famous example was the Creation quirk belonging to the Yaoyorozu Clan, which allowed the user(s) to create any material as long as they understood its composition, including nuclear armaments.
"Nezu...look at the registration date," Yagi said, breaking Nezu out of his train of thought. His gaze then froze as he saw that Kenji's quirk had only been officially documented three months ago. "Could he have awakened it earlier and only reported it recently when he applied?"
Nezu slowly shook his head. "No, the report would have been flagged if there had been even the slightest suspicion. He probably was registered as a late bloomer when he went to the doctor when he was four, but I've never heard of someone awakening their quirk so late."
Yagi nodded in agreement, "But if that date is correct, just how powerful must his quirk be to secure first place by such a large margin without only three months of practice."
"Let's find out, shall we," Nezu muttered as he pressed a button on his keyboard, and the video resumed, showing Kenji rocketing down the street, clearly eager to encounter his first villain bots.
While anyone watching could admire his speed, Nezu was captivated as he realized something about Kenji's movement. But it wasn't until he shot around a corner that Nezu was able to confirm what he was doing, 'His momentum isn't dying...he's moving at a constant rate!'
Nezu gripped the arm of his chair as he watched Kenji engage with a group of Villainbots zigzagging across the ground, creating perfect angles before he launched himself at one of them.
His fist was suddenly coated in a blob of flux, which transformed into a gauntlet as he soundlessly punched the Villainbot, which exploded as if a bomb had detonated from inside.
"How are his punches so powerful?" Yagi asked, his brow furrowing. Kenji's quirk description never mentioned enhancing his physical strength.
"His punches are so powerful because he's breaking the laws of physics," Nezu muttered absently while his mind raced with calculations.
"Nezu?" Yagi asked worriedly, only for the mouse principal to fall silent, his beady eyes staring unblinkingly at the screen. The two of them watched Kenji's practical exam in silence. He displayed impressive speed, power, and spatial awareness, especially later on, as he wove through the small army of villainbots to rescue his fellow examinees.
But in the back of Yagi and Nezu's minds, they were absently adding up the number of points Kenji had earned and realized it was nowhere close to his final total. That was until the Zero Pointer showed up, and the examinees gathered, turned tail, and fled.
All except Katsumi and Kenji.
Kenji shot straight up a building as if gravity didn't exist before launching themselves into the open air right in front of the Zero Pointer. Nezu was on the edge of his seat as he watched Kenji pool all of his flux into a sphere before it spooled out into a long stream that arced through the air, wrapping around the Zero Pointer and the building.
There was a brief moment when Nezu saw the stream of flux solidify into a wire, but then it suddenly seemed to teleport right back into Kenji's hand. But Nezu's perception, enhanced by his quirk, High Specs, hadn't missed it. Kenji's wire hadn't unwrapped to return to his hand. It had cut straight through the Zero Pointer and the Building like a knife through butter.
The cut was so clean that it took a moment for the skyscraper and the robot to register they had been cut. But the results were spectacular as the army of Villainbots was crushed underneath the avalanche of debris.
The video ended with Katsumi catching Kenji out of the air before fading to black as the exam ended.
For a long moment, neither Nezu nor Yagi spoke, but both for entirely different reasons. Yagi imagined how powerful Kenji could become with some decent training. At the same time, Nezu actively tried to quantify how powerful Kenji already was, only to conclude that his quirk assessment had grossly underestimated the potential of his quirk.
While some quirks existed outside the bounds of reality, Nezu had never seen a Quirk that operated inside them while also breaking them. For instance, Nezu knew of some quirks that could eliminate surface friction, allowing for perpetual motion; they didn't need to understand the mind-bending physics required to achieve such a feat. It was an innate feature of their abilities, a reflex on the same level as breathing.
However, Kenji's quirk required him to shape his flux to achieve the same feat, and his requirement of conscious effort is where the true potential of his quirk lay. Even Nezu, one of the smartest beings on the planet, couldn't begin to calculate and quantify what Kenji had achieved. Nezu's understanding of the world was rooted in the possible, and while he could imagine the impossible and what it may manifest, it was ultimately an impossibility. No matter how advanced, the mortal mind wasn't made to decipher the endless intricacies of the universe.
But Kenji's mind was different; it was as if he could lift the veil that blinded everyone else, see the truth of reality, and bend it to his will.
'That is the true nature of his quirk, to understand forces that go beyond mortal comprehension,' As the thought crossed Nezu's mind, he realized that if Kenji ever realized what he was fully capable of, he would become a figure of unparalleled strength.
