Chapter 91: Ch.90: Cabinet Meeting Regarding Future Strategies

The grand hall of Rashtrapati Bhavan was once again filled, but this time with the nation's top leaders. Aryan, the President of Bharat, sat at the head of the table, flanked by Vice President Sardar Patel, Home Minister Ravi Verma, Defence Minister Subhash Chandra Bose, and other key cabinet ministers. The atmosphere was charged with a sense of purpose as they convened to discuss the future of Bharat's intelligence and analytics framework.
Aryan began the meeting with a calm yet authoritative tone. "Gentlemen, as the noise around our fight against corruption has settled, it is time to focus on the development work for Bharat. But, before we begin, we have to ensure our nation's security and progress. To cope and adapt to the rapid, unexpected changes happening throughout the world, we need a more robust framework for our intelligence and analytics departments. I propose that the National Intelligence Bureau's (NIB) special division of the Counter Terrorism Department (CTD) be established as a separate agency named the National Investigation Agency (NIA), with both NIB and NIA falling under the Ministry of Home Affairs. This will not affect the functions of the current NIB but will allow for a specialized focus on counter-terrorism. Additionally, I suggest the formation of the Research and Analysis Wing (RA&W) under my direct control as President, while also reporting to the NSA."
He had long felt the need for the establishment of these specialized intelligence agencies and the expansion of the current intelligence network of Bharat, which can help boost security and effectiveness of various sectors of the country by preventing terrorism, crime, and smuggling operations even beyond the borders. He already had KAVACH under his authority, but it was more like a super-secret organization, and he wanted it to focus on a much broader scale while retaining its current secrecy. So, with the NIA focusing on counter-terrorism and criminal networks across Bharat, the RA&W agency, which he took inspiration from his previous life's organization of Bharat with the same name, will retain its function as in that timeline, which was to act as the country's primary foreign intelligence agency.
Ravi Verma, the head of the Ministry of Home Affairs, which will be directly affected by Aryan's proposal, nodded in agreement. "Indeed, Mr. President, the creation of the NIA will streamline our efforts in counter-terrorism. The NIB can continue its broader intelligence functions while the NIA focuses on specific threats. This separation will enhance our efficiency and effectiveness."
Subhash Chandra Bose, the Defence Minister, added, "I concur. The NIA will allow us to address internal security threats more decisively. However, we must ensure that the RA&W is equipped with the latest technology and resources to gather and analyze intelligence from both domestic and international sources. Also, there would be a need for robust coordination and communication between RA&W and the Defence Intelligence Agency (DIA) for the security of Bharat from outside forces."
Sardar Patel, known for his pragmatic approach, spoke next. "Yes, Bose is right. Proper coordination and the establishment of RA&W under the President's control will centralize our intelligence efforts and ensure a unified strategy. Consequently, we must also consider integrating and establishing new intelligence agencies across different ministries of strategic and economic importance to foster better coordination and information sharing."
As they talked about the establishment of a more specialized intelligence network, various ideas came about with the finalization of two more agencies: the National Technical Research Organisation (NTRO) in the future as the country gears for the space sector, with the organization focused on gathering geospatial intelligence and satellite imagery when Bharat is ready, and the second agency being the Directorate of Revenue Intelligence (DRI), focused on combating smuggling and customs-related offenses. With this, they further discussed ways to form proper coordination between the various organizations under different ministries.
Aryan nodded, appreciating the inputs. "Very well, everyone, we have finally agreed on the consensus that integration and coordination are the keys for a robust intelligence network. We need to establish clear communication channels between the NIA, RA&W, and other intelligence agencies. This will prevent any overlap and ensure that all departments work towards our common goals."
As the meeting continued, Ravi Verma suggested, "Hmm, also, I have another suggestion. We should also invest in training programs for our intelligence officers. While the current program is satisfactory, more advanced training in cyber intelligence, data analytics, and counter-espionage will be crucial in staying ahead of potential threats."
Subhash Chandra Bose agreed. "Indeed, Ravi is right. Training is essential. Also, we must establish partnerships with international intelligence agencies and those from friendly countries to share knowledge and best practices. This will enhance our capabilities and keep us informed about global threats."
Aryan concluded the topic with words expressing his determination. "Let us move forward with these plans. The establishment of the NIA and RA&W, along with the integration of our intelligence agencies, will strengthen Bharat's security framework."
"Now, moving to the next important topic for the meeting. With the implementation of anti-corruption laws and measures and the arrest and removal of key holders of positions in the various administrative departments, there is a significant shortage of employees required for the proper functioning of the departments. So we need to address this issue at the earliest, so that common people remain unaffected."
Aryan continued, "To address the shortage of employees in our administrative departments, we must open a significant number of vacancies. This will not only fill the gaps but also provide opportunities for our educated youth."
Ravi Verma nodded, "We should collaborate with educational institutions to identify talented individuals. Offering competitive benefits and a clear career progression path will attract the best candidates and ensure they remain loyal and effective in their roles."
Dr. B.R. Ambedkar, the Attorney General, who had remained silent up until now, added, "We must also implement measures to prevent corruption. Regular training and workshops on ethics and integrity, along with a transparent monitoring system, will help maintain high standards. Also, we need measures to uplift the socially backward classes with benefits to them initially for a better starting point for the underprivileged. Of course, we should focus on the truly meritorious ones first and ensure that they get their due recognition regardless of their class."
Aryan nodded as he inputted his own thoughts. "You're right that there is a need for giving initial benefits to the people who are underprivileged, but we also need to be careful as this can easily become a way for mediocrity among them to emerge. So we need to balance our approach in a way that it benefits those who are needed without compromising on our growth potential."
Sardar Patel then suggested, "Indeed, also we can introduce a mentorship program where experienced officers guide new recruits. This will help them adapt quickly and understand the importance of their roles in serving the nation."
Aryan agreed, "Excellent ideas. Let's also ensure that the recruitment process is fair and transparent. We should use technology to streamline applications and assessments, making the process efficient and unbiased."
Ravi Verma proposed, "We could establish a dedicated recruitment cell within the Ministry of Home Affairs to oversee this process. This cell can work closely with other ministries to ensure we meet the staffing needs across all departments."
Aryan concluded, "Let's move forward with these plans. By opening up these vacancies and implementing these measures, we will strengthen our administrative framework and ensure that our nation's progress continues unhindered."
