Description:
[Diabolic Laughter] is one of the most annoying skills that exist in the World System. Locked behind a Quest that only those with the [Sound Technique Master] title can participate in, this skill provides the ability to lower the HP and MP to anyone who hears the skill user laugh.
While it may not consume any points directly, the action of "laughing" will lower the skill user's SP over time, but even so, this skill's effect is not going to be life-threatening, so most see it as an annoying addition to the World System at most.
And as if nailing the "annoying"-part of this skill down, the secondary effect of this skill is to inflict the "Irritated" status ailment to the listener, a special mental status ailment that makes it easier to not focus on one's tasks. It is essentially a watered-down "Rage" ailment. The sole downside is that this effect, compared to the first one, can affect even the skill user themselves if they are not careful.
