Evil Uchiha Itsuki

Chiyo was someone who always prioritized the interests of Sunagakure. 

In the original storyline, she only experienced a slight change in mindset near the end of her life.

Of course, this was largely due to Naruto's famed "Talk no Jutsu."

Talk no Jutsu! 

If it could persuade even Pain, what's an old stubborn person in comparison?

Right now, Naruto's "Talk no Jutsu" hadn't fully developed, and he hadn't yet faced Chiyo, so she remained her original self.

From her perspective, Pakura was undoubtedly the most suitable candidate to succeed as the Kazekage.

If Pakura became the Kazekage, how could Uchiha Itsuki ignore Sunagakure? 

Even if he were just a tool, he'd sharpen it well.

In fact, back when Pakura and Rasa were competing for the position of Kazekage, she had the upper hand.

Chiyo had chosen Rasa because he specialized in Magnet Release and could suppress the One-Tailed Shukaku. He had also planned to make his child the jinchuriki.

Chiyo coldly stared at the higher-up and said, "I'm willing to accept any punishment Pakura hands out. Aren't you, as the higher-ups of Sunagakure, willing to do the same for the sake of the village?"

The higher-ups looked troubled.

Who would be willing to? 

Back then, they had wanted Pakura dead. If she came back, who knew how she'd deal with them?

Chiyo was an old woman with little time left, but they were still young and enjoying their positions of power.

"Chiyo-sama, we understand that you want what's best for Sunagakure. But don't forget, Pakura's reputation isn't what it used to be. Many of our people died by her hand. Do you really think she'll have the village's support?"

"Hmph!"

Chiyo snorted coldly. "Just blame everything on Rasa. Can't you handle something that simple? Or are you unwilling?"

Of course, they were unwilling!

One of the higher-ups said, "What about Kankuro and the others? They're excellent shinobi. And Gaara, he's the jinchuriki of the One-Tail. If we blame everything on Rasa, we'll lose so much."

Without hesitation, Chiyo replied, "I said to blame everything on Rasa. If it doesn't work, spread rumors about how harshly he treated his children. Separate Kankuro and the others from the mess—this should be your specialty."

"No buts!"

Chiyo's voice turned icy. "Sunagakure is in great danger right now. Do you really think Konoha will just let us off after what we did? I'm telling you, their revenge is only a matter of time."

She shuddered at the thought of the resources they had taken from Konoha.

One of the higher-ups yelled, "Their real enemy should be the Hidden Fire Village! Let them fight it out!"

"That's their first target, and we are second!" 

Chiyo growled in frustration, looking disappointedly at those present. "Why are you all pretending to be clueless? You're the upper echelon of the Sand Village! You decide the life or death of this place!" 

"The Leaf Village may be the Fire Village's sworn enemy, but they're not necessarily the first to be attacked. After all, the Uchiha are no pushovers, but we... we're easier to bully."

The ninja world was in turmoil.

The Leaf Village, in alliance with various other ninja villages, was preparing to make a move against Uchiha Itsuki. Among the higher-ups of those villages, this was no secret.

Raikage immediately followed up, "The First and Second Hokage were really resurrected? Edo Tensei?"

"Yes!" 

Darui answered seriously, "Though, after watching them fight Uchiha Itsuki, they weren't as powerful as we expected. I think something went wrong during their resurrection. Honestly... they seem about as strong as you."

Raikage's eyebrow twitched.

Considering that Darui was talking about Senju Hashirama, the God of Shinobi, Raikage decided not to comment further.

"Since they weren't that strong, you should've seized more!" 

Raikage said, a bit regretfully.

The Sand Village had Chiyo and Ebizo.

Jiraiya was not an option—not only because they worried about Orochimaru, but also because Jiraiya was lazy and didn't seem like a fitting leader.

And Orochimaru, well, his human experiments had already gotten him disqualified in the Senju brothers' eyes.

Sarutobi Hiruzen could no longer continue as Hokage.

So, who was left?

The brothers finally looked at two names.
