Chapter 1: Prison Dilemma

"Mr. Yang, you need to think carefully. Your prison has been rated unqualified for five consecutive years. If this continues this year, the prison will be forced into a bankruptcy process, and you will not even be able to get this money," said the man in a suit with an arrogant smile, sitting opposite Yang Chi.

Staring at the man in front of him, Yang Chi clenched his fists and said in a low voice, "Stop dreaming. This prison is the property left by my parents. I will never sell it to you, even if I die."

There will be no store like this after passing this village." With a look of contempt in his eyes, the man turned around and left the office.

As the man strutted out of the prison, Yang Chi could no longer hold back his anger and punched the table. "Damn it! Why did we encounter such a mess as soon as we traveled through time?"

Although he was angry at the other party's arrogant behavior, Yang Chi soon felt helpless. Two years ago, his soul traveled to this parallel world and attached itself to the body called Yang Chi. However, what makes Yang Chi somewhat helpless is that after he time-traveled, he did not receive anything like a special ability or advantage typical of other time travelers. Instead, he inherited a private prison left by his parents with great difficulty.

In this world, there is no death penalty, and any form of punishment for prisoners is strictly prohibited. Such a law has a consequence: the crime rate in society has soared. A large number of prisoners are imprisoned for rehabilitation, but the problem is limited prison capacity. To relieve the pressure on public prisons, the Human League passed the Private Prison Act, allowing private prisons to exist, and his parents ran such a private prison.

However, running a private prison is not easy, and managing prisoners is a significant problem. Due to the protection of law, many prisoners do not take being in prison seriously at all. Some prisoners even treat this place as a resort village. They will deliberately commit crimes and return as soon as their sentences are over, truly unrepentant.

But this is not the biggest headache for Yang Chi. What is even more troublesome for him is how to achieve the prison committee's targets this year. The so-called indicator refers to the "criminal rehabilitation rate," the most important basis for measuring the strength of a prison. The higher the "criminal reform rate," the stronger the prison's ability to reform prisoners and the more favorably it is regarded by the Human Alliance.

Originally, the reform rate of the "Iron Castle" prison he inherited was pretty good, and it could basically reach the 50% "criminal reform rate" stipulated by the Prison Committee as the minimum.

Something unexpected happened when the city near Iron Castle Prison became a key development area for the Human Alliance. The land occupied by Iron Castle Prison was targeted by a large multinational company, the Sloka Group. To purchase this land at the lowest price, the Sloka Group used their connections to place many difficult-to-discipline criminals into Iron Castle Prison. As a result, the "criminal rehabilitation rate" in Iron Castle Prison has plummeted, continuously halving until it's now a mere 10%. This means that 9 out of 10 prisoners who return to society from this prison will re-offend. 

Due to the "outstanding" performance of Iron Castle Prison, the Human Alliance Prison Committee has issued an ultimatum: if the rehabilitation rate doesn't reach 50% this year, the prison will be forced into bankruptcy according to the law. Thinking of this, Yang Chi couldn't help but feel a headache. What should be done? Is it possible that the prison will really be sold to the Sloka Group?

Thinking of this, Yang Chi felt angry. If it weren't for the Sloka Group's actions, his parents wouldn't have gone abroad to study and wouldn't have died in an accident. Although he felt like a soul-transported person with no emotional connection to his parents in this life, Yang Chi knew he had to face the consequences of inheriting this body and refused to bow to the Sloka Group. 

However, how difficult it is to increase the prison's rehabilitation rate. In this world, many prisoners know more about the law than the police themselves. These prisoners, protected by the law, act arrogantly and treat their time in prison like a vacation, not taking it seriously at all. Moreover, the Sloka Group has bribed the higher-ups of the prison committee, and local committee members quickly warn if regulations are not strictly followed. For these reasons, Yang Chi found it challenging to manage these habitual criminals.

While Yang Chi was troubled, a voice suddenly resonated in his head.

Hearing the voices in his head, Yang Chi was stunned. After a long moment, when the voice finally disappeared, Yang Chi realized he had actually bound himself to the system.
