Think about it—Nappa's battle power wasn't much higher than his, yet a mere wave of his hand could unleash enough destructive ki to obliterate an entire city, with the light from the explosion visible from space.
If Zuke were to release all his ki at full force, the Earth's surface would likely suffer catastrophic damage.
This time, Iskandar's "Ionioi Hetairoi", functioning as a Reality Marble, provided an ideal space for Zuke to unleash his Kamehameha.

"I killed him. When you return to the Clock Tower, you'd best prepare to explain Kayneth's death."
Both Kayneth and Waver had participated in the Holy Grail War, but only Waver survived. Naturally, the Clock Tower would question him.
"What?! Professor Kayneth was really here? And he's dead?!"
Waver's reaction was immediate. He jumped up in panic. He had assumed Kayneth hadn't come, meaning the professor's anger might not have been that severe. A simple apology might suffice.
But now, knowing Kayneth had come and died in Fuyuki City, Waver realized his situation had become far more precarious.
As Zuke watched Waver fret, a voice suddenly echoed in his ears.
It was Tohsaka Rin, using her Master's communication ability to call out to Zuke in alarm:
"Berserker! Something's wrong! Irisviel... her body is suddenly changing!"
